Application for a permit required by section 23-76 shall contain complete information showing the extent and limits of the installation.
Permits will be granted upon payment of a fee as provided in section 23-78, and upon the conditions that the applicant obligates himself, his heirs, successors,
administrators and assigns to maintain the culvert or pipe drain in such a manner
that the flow of water shall not be impeded, or obstructed.
